มาตรา 12 วิธีการเพื่อความปลอดภัยจะใช้บังคับแก่บุคคลใดได้ก็ต่อเมื่อมีบทบัญญัติแห่งกฎหมายให้ใช้บังคับได้เท่านั้น และกฎหมายที่จะใช้บังคับนั้นให้ใช้กฎหมายในขณะที่ศาลพิพากษา
Section 12 A measure for safety may be applied to a person only where there is a provision of law allowing its application; and the law to be applied shall be the law in force at the time the court gives judgment.
